Budget 2021-22: What Does it Hold for Women ‘s Safety, Employment and Life?

While there have been some small announcements for women in the budget, women’s core concerns over food and nutrition, employment and livelihoods, and prevention of violence and safety after a year of unprecedented hardship need a further boost.

The Finance Minister’s speech in the Union Budget 2021-22 acknowledged the role of frontline workers in battling the pandemic throughout last year and expressed gratitude for their efforts. It is important to note that almost all of these frontline workers are women and budget announcements have an important impact on the lives of women.

Gender-responsive budgeting in India was adopted in 2005 and since then there have been steady budgetary allocations to different programmes specific to women and in women–related programmes, which are usually part of the gender budget statement of the Annual budget documents. This year has also not been an exception. However, it will be important to note that the pandemic year witnessed hardships for women in terms of securing food and nutrition security, a crisis of employment and livelihood opportunities, increased burden of unpaid work for women and also increased incidence of violence. It is in this backdrop we look at the provisions made for women in this budget.

Two significant announcements that directly impact women’s labour force participation were made by the Finance Minister in her speech.

The first was to universalise water supply facilities through the Jal Jeevan Mission in both rural and urban areas and allocating a massive Rs. 50,000 crores to the programme.

This allocation needs to translate into the reality of providing clean drinking water facilities across households in the remotest parts of the country. This is a welcome step that has the potential to reduce women’s time spent on collecting water. The recent time use survey 2019 shows that women spend on an average up to 55 minutes daily to fetch water for the household. Having provided a steady source of the water supply has immense potential to reduce this time and cater to the urgent need to improve household infrastructure for women.

The second announcement pertained to extending the coverage of social security benefits for gig and platform workers. It is important in the current context as these are emerging avenues of women’s employment in urban India. The IWWAGE report shows how attractive these opportunities are for women and extending the social security coverage makes the sector even better.

The budget allocations under the social security schemes for workers show an increased allocation of Rs. 3100 crores under Atmanirbhar Bharat Rojgar Yojana – a programme launched as a new scheme to encourage new employment in post lockdown period by providing a fixed share of wages into the EPF funds. While this may be important, the budget does not provide extra allocations for the social security of gig and platform workers separately.

In the wake of the pandemic and its unequal impact on women, an analysis of the GB however reveals certain underwhelming trends. The gender budget (GB) stands at Rs. 153,326 crore for 2021-22 BE. Last year’s allocation was Rs. 143,461 crore (BE). As a proportion of total expenditure, the current allocation has fallen to 4.4%, from 4.7% last year.

In the same vein, the allocations to women-specific programmes reported in part A of the GB statement Rs. 28,568 crores last year to Rs. 25,261 crores – a decline of almost 12%. Similarly, allocations to the Ministry of Women and Child Development also show a decline of 18.5% since last year.

While the quantum of allocations to the most important programmes for women reported in the budget 2021-22 shows a status quo or a decline, few accounting changes and a couple of interesting allocations towards women could be located. The announcement of Saksham Anganwadi and Poshan 2.0 clubs the erstwhile umbrella ICDS, Poshan Abhiyan, Scheme for Adolescent Girls, and National Crèche Scheme and allocates only Rs. 20,105 crores, the Mission Shakti –SAMARTHYA clubs smaller programmes including Pradhan Mantri Matru Vandana Yojana, and Beti Bachao Beti Padhao. The detailed breakups and comparisons are provided in Figure 1 and 2. below:

The numbers show that allocations to crucial programmes catering to nutrition, creches, and women’s safety and protection have at best stayed the same if not reduced. The allocation to the umbrella ICDS schemes that are under the new ‘SAKSHAM’ head clearly shows a 23% decline of Rs. 5952 crores. We also do not see separate allocations for One-Stop Centres, women helpline, Swadhar Greh, Ujjawala and so on which were overwhelmingly used during the pandemic, with heightened reports of violence against women. Instead, those have been clubbed under Mission Shakti— SAMBAL (See Figure 3 below).

Both MGNREGA and NRLM show increments in budgets since last year. However, the increase in the MGNREGA budget by Rs. 11,500 crores will also need to cater to the increased demand for jobs under the programme. In fact, the GB reports an allocation of only 33% of the total NREGA allocations for women while the Economic Survey itself highlights that almost 50% of all NREGA employment are held by women. These figures themselves reveal the need for greater allocation even without expanding the number of days of employment generated under the programme.

The NRLM budget also shows an increase of almost Rs. 4000 crores from the previous year on account of the programme component. However, the allocations do not make it clear whether the increment is on account of increased expenditure on DDU-GKY, or on account of interest subventions to SHGs or the loan moratoriums.

Despite these dampers, an interesting allocation in the GB geared towards closing the gendered digital divide is also spotted. According to the NSS-MoSPI data from 2017-18, only 38% of women own mobile phones and 12.8% use computers compared to the respective male figures of 71% and 20%. Given the need to be digitally included, the GB includes Rs. 120 crores (or almost 40%) of the allocations to Pradhan Mantri Gramin Digital Saksharta Abhiyan – digital literacy programme for rural areas. Albeit small yet in the last few years, this is the first time that GB has included part of the PMGDISHA in its statement. This may have the potential for improving women’s access to opportunities created through digital platforms.

So while there have been some small announcements for women in the budget, women’s core concerns over food and nutrition, employment and livelihoods and prevention of violence and safety after a year of unprecedented hardship need a further boost. These concerns assumed importance in all pre-budget discussions and also made space into the Economic Survey.

While announcements in the budget indicate acknowledgement of these issues, which is a significant first step, budgetary allocations to support them would be truly transformative for half of India’s population.

Cognizant Commits $250 Million to Global CSR Initiatives

New philanthropic funding and in-kind contributions globally will help build stronger, healthier, more inclusive communities worldwide

Beginning in 2021, Cognizant and its foundations will expand grantmaking in the U.S. and India to new global markets where the company continues to grow its operations, including Australia, Canada, Germany, and the UK. The man with the intellect and the guts, Sonam Wangchuk, has built solar heated military tents to keep the army personnel at +15 C in the freezing Galwan Valley which has a temperature of -14 C.

More about Sonam Wangchuk :

Born on September 1, 1966, Sonam Wangchuk is an Indian engineer, innovator, and education reformist. He is the founding director of the Students’ Educational and Cultural Movement of Ladakh (SECMOL), which was founded in 1988 by a group of students who had been in his own words, the ‘victims’ of an alien education system foisted on Ladakh.

He is also known for designing the SECMOL campus that runs on solar energy and uses no fossil fuels for cooking, lighting or heating.

He has also invented and built a prototype of the Ice Stupa which is an artificial glacier that stores the wasting stream waters during the winters in the form of giant ice cones or stupas and releases the water during late spring as they start melting, which is the perfect time when the farmers need water. 

Wangchuk was instrumental in the launch of Operation New Hope in 1994, a collaboration of government, village communities and civil society to bring reforms in the government school system. In 2014, he was appointed to the Expert Panel for framing the J&K State Education Policy and Vision Document. Since 2015, Sonam has started working on establishing the Himalayan Institute of Alternatives. He is concerned about how most of the Universities, especially those in the mountains have become irrelevant to the realities of life.

In 2016, Wangchuk initiated a project called FarmStays Ladakh, which provides tourists to stay with local families of Ladakh, run by mothers and middle-aged women. 

Following tensions between India and China, the Ladakh-based educational reformer had appealed and asked Indians to boycott all Chinese companies.

In a tweet, he asked people to boycott all Chinese products to stop Beijing’s “bullying” in Ladakh and liberate 1.4 billion bonded labourers in the country.

In May 2020, in response to the India-China border skirmishes, he appealed to Indians to use “wallet power” and boycott Chinese products. This appeal was supported by various celebrities and following the Galwan Valley clash on 15 June 2020, there were calls across India to boycott Chinese goods.

Sonam has many awards and honours to his credit. He is the recipient of the Ramon Magsaysay Award, the award is given to Asian individuals achieving excellence in their respective fields, Global Award for Sustainable Architecture, International Terra Award for best earth building, Governor’s Medal for educational reform in Jammu and Kashmir and Ashoka Fellowship for Social Entrepreneurship, etc.

Tata Steel and CII Green Business Centre partner to develop GreenPro Ecolabel to help steel sector reduce carbon emission

Tata Steel has collaborated with CII Green Business Centre to develop a GreenPro framework for steel rebars, for the first time in India. GreenPro Ecolabel enables the end-users to make an informed choice about buying steel having the lowest environmental impact.

Steel rebars are key construction materials and have a significant impact on the sustainability of buildings. There is a need for the Indian steel industry to reduce the environmental footprint during the manufacturing of steel products and supply steel having the lowest environmental impact for the Indian building sector.

So far, more than 125 building products and materials manufacturing companies have adopted GreenPro Ecolabel for 1800+ products and are available in the market for construction of Green Buildings.

“CII will support the rerolling mills and the steel product manufacturers to implement green measures, reduce their resource consumption, also gain significant market reach in the building sector by the adoption of GreenPro Ecolabel for steel products. This would ultimately lead to a market transformation in the production and consumption of steel in India.”

Buildings and construction together account for nearly 36% of global energy use and 39% of energy-related carbon dioxide emissions. Embodied carbon accounts for 11% of the building’s emissions and is primarily from materials like steel, cement, concrete, glass, etc. The use of Green or low carbon materials has the potential to reduce the life cycle environmental impacts in the construction sector. Material efficiency strategies can reduce emissions due to construction, operations, and dismantling of homes by up to 50% to 70% in India by 2050.

Sightsavers India partner’s with JSPL to provide Primary Eye Health Services for Truck Drivers

Sightsavers India with Jindal steel has rolled out a program for providing primary eye health services for truck drivers across all JSPL plant locations. The program was envisioned by Chairman Naveen Jindal. It was inaugurated by Chairperson of JSPL Foundation Shallu Jindal at the company’s Angul integrated steel plant.

“Sightsavers is delighted to partner with JSPL at providing eye care services to truck drivers. The program shall work towards road safety and supporting eye care services for needy and marginalized target groups like truck drivers”

Naveen Jindal, Chairman JSPL  expressed his happiness for the actualization of his vision in rolling out the eye health program. In his message, he said:

“Truck Drivers play a pivotal role in the economic growth of the Country. They seamlessly contribute to   Country’s holistic progress and prosperity. JSPL’s CSR Initiative of Eye Health Check-up of Truck Drivers will not only ensure healthy eyesight of our entire driver brothers but also will be a well-meaning step to secure Road Safety.”

Inaugurating the CSR program, Shallu Jindal, Director JSPL said,

“This initiative with Sightsavers India to provide primary eye healthcare is part of our mission to improve the Quality of life of people at large. Our Drivers are front line contributors to the equitable development of the country. This programme not only provides primary and referral eye care services but also includes provision for providing required spectacles and awareness drive”.

Sightsavers India is an implementing partner for this CSR program. They will offer primary health service through a vision care centre equipped with necessary eye care equipment, devices, and infrastructure. A team of an Optometrist, Community Health Worker, and Ophthalmic Assistant will provide eye care services like screen and refraction. The truck drivers identified with refractive errors will be provided with spectacles. Moreover, those who need more detailed check-ups shall be referred to the hospitals. The program targets more than 1500 truck drivers in the next four months.

A worthy CSR initiative by Shangri-la Hotel’s in Thailand

The World is battling from the pollution from stubble burning. Shangrila Hotel has joined hands with Thailand’s Warm Heart Foundation for their “Stop the Smoke Project”. This is a part of their CSR initiative.

Northern Thailand contributes to global warming through the unhealthy smoke released by agricultural burning. As a result, this problem has a huge impact on the local economy. Consequently, tourism drops off here during the infamous Chiang Mai smoky season. Shangri-la is Partnering with Warm Heart, in funding a biochar the operation to help reduce the smoke.

As part of their Corporate Social Responsibility project or CSR initiative, Shangri-la buys all of the biochar the farmers are able to make. This provides the incentive for farmers to join the project and make biochar. This puts more money in the farmer’s pocket, helping the local economy.

Shangri-la uses a little of the biochar to maintain their own property. The rest of the biochar is donated to local non-profit farming communities to help rebuild soils. This enables them to grow fantastic produce. Again, this helps the local economy by providing more jobs and profits.

The farmers sell the rest of the abundant produce locally. This helps increase local food security with high-quality food for the community.

Shangri-la can not stop all the smoke alone. As a result, they proved that the right Corporate Social Responsibility commitment can have a huge impact on the whole community. In conclusion, we need more local corporations to step up and follow Shangri-la’s example. This should result until we have enough sponsors to work with farmers to help Stop the Smoke, forever. Moreover, The health of the community and the environment will be the ultimate winners.
